Braking there is no power steering?

I replaced the power steering pump on my 2000 dodge dakota and now at low rpm or when braking there is no power steering but when I apply the gas it starts working again. What could be the problem?

replaced P/S pump. New fluid.

When I brake I lose power steering. I already changed to pump because it was bad. Why do I lose power steering when I apply the brakes?

Maybe belts too loose/worn? Does it do it when stopped with foot on brake?
