Wiper problems

Driver side wiper was iced to wind shield and did not remember the wipers had been left on from the day before so when I started the car the driver side wiper did not move yet the passenger side did and curled up some until I lifted it up and now when the wipers are turned on the tip of the passenger one hits the middle of the driver side when going back down. How do I adjust them to stop this?

There should be plastic covers on the pivots that pop up to expose a nut at the pivot end of the arm. Move the arm to its proper position, then tighten that nut and snap the cover back down.
