First check if the automatic shutdown relay is even turning on. Measure the voltage on the wire that's the same color at the coil pack and every injector. That's usually a dark green / orange wire. You will see 12 volts for one second after turning on the ignition switch. What's important is whether that voltage comes back during engine cranking.
