do I need to change head bolts when replacing head gaskets

Normal protocols say that step tensions can re use old bolts, torque to yield ( tensioning by deg of bolt rotation) always fit new bolts, in my business i always fit new head bolts, they are fairly cheap and that way there is no chance of a bolt stretch problem.
