What would cause the brakes to lock up while driving.

2000 CHEVROLET TRACKER
I pull over some times I can't shift the level from park to forward or reverse. I have change the brake pads, Caliper, Rotors and the brake lines in front. Still having same problem
have the same problem?

That is electrically operated, have somoene check your shift lock out
