Not geting enough fuel

Replaced fuel pump, still will not start pump runs for 10 seconds then quits. I put a test light on pump and only shows power while turning key car wants to start but like I said pump runs for only seconds. Even tried jumping pump still no go

The pump is only going to run when you first turn the key to the run position for a few seconds. The only time it will run constantly is when cranking the engine or the engine is running.
