How do I check my number 1 canshaft for a short to open circuit and a failed canshft actuator.

Something is killing my battery, and the report I git is that my number 1 canshft is poor electrical connection, and Failed camshaft actuator.

I hav a 1988 GMAC Diesel van? I ran out of diesel, but changes the filter? Now it want start? Do I hav to bleed the line. Plus it want start at all now. How do I get it runing again.
