I bought the car from a dealer about 2 weeks ago and notice a bad noise when I turned my steering wheel I looked under the hood and hydraulic fluid was everywhere even on top of the hydraulic fluid container I checked the levels of the hydraulic fluid and it was a little bit over the min amount needed level mark. I have no clue what it could but I don't think it has to do with lack of hydraulic fluid

Your best bet then would do clean up all the fluid add power steering leak dye and look for the leak with dye light. Unless its a big enough leak to see then just clean up the fluid and start I up and see where its leaking from. Sounds like it shouldnt be hard to find.
