1999 Volkswagen Passat Brakes

I've replaced my brake calipers and brake line on the front right and the pads still stick. My Abs and brake light are on, was told the ABS module is bad. Could this be whats causing the caliper/brake pads to stick?

Well first you have to scan to see what the ABS fault is. Typically those ABS modules tend to fail and you'll see a communication fault. This would be unrelated to your brakes seizing up.

Can you please further explain how the brakes seize? If you have the wheel off the ground the wheel doesn't turn at all? Or do they occasionally seize while driving.

If it's affected all four brake corners, the problem is usually with the master cylinder and brake booster. If it's just one side, you may of gotten a faulty calliper or flex hose.
