Blown fuse, defective signal switch, defective electronic flasher, burned out bulb, cut wire, corroded connector terminals, ....
What have you checked so far? Both sides inoperative or just one side? You really didn't provide any information that can lead to a diagnosis.

Both side don't work, and I can't locate the relay

The flasher is built into the hazard flasher switch assembly.
