Failed MOT on emissions

I have a v reg Vauxhall astra, 1.6l petrol. It has failed MOT on CO emissions and mechanic can't solve problem. He's cleaned the engine. Any suggestions as to why it's failing? Thanks, Rachel

High CO could be caused by the oxygen sensor or the coolant temperature sensor stuck in the open loop mode-not switching
