1999 Toyota Camry Gauge Fuse Blowing

The gauges on the car stop working and I discovered that the gauge fuse had blown. Once I replaced the fuse all the gauges began working but once I put the car in reverse it blew again. I did this several times to pinpoint that it was causing the fuse to blow. Also the reverse lights are not working. I check the bulbs and they are fine. Do you have any suggestions?

Check for a short that is why the fuse is blowing. Check red blue wire leading to neutral switch for chafing ofr wire insulation rubbed through. If anything has been added to that wire remove it. The short arrow denotes wire for back up lights.
