1999 Toyota Camry car problems

I have a 99 Toyota Camry le 4cl and I checked the spark plugs after a while of driving and there was oil on the end of them I am not sure what the problem is. The check engine light never comes on. But the engine runs a little rough until it warms up. What could be the problem?

This could be caused by a few thing such as bad piston rings, bad valve cover gasket, or even a bad PCV valve. Does oil leak around the valve cover? Do you know if has even been done?
