headlights are weak

Hi! I have a Subaru Legacy Outback 1999. The night vision is very bad, the light is not strong at all, can not see more than 5 meters in front of me! I first thought my problem was the light bulb, bought brand new xenon, was not much better. Than bought a restoring kit 3m, did it yesterday, the lens is much much clearer, the light is increased, but still not enough. It's still dangerous to drive more than 50 km/hours! What can be my problem?? Thank you for your help :)

Check to make sure 12v is getting to the lights. Also, check the ground to make sure it is good. A weak ground will cause the lights to be dim.

Ensure the lights are adjusted and focussed correctly. Improper alignment of lights would result in poor visibility.
