Air Bag disconnect

My mom has a 99 Pontiac Grand Prix. She is extremely short and must sit right up against the steering wheel. She is worried that if she was in a wreck that the air bag will injure her if not kill her. She has asked her mechanic about disconnecting it, but he told her it was illegal for him to do it. She could do it, but he couldn't. How is this done?

That is a federal law the guy was talking about not being able to disconnect it I dont blame him one bit. Not to mention being againist the law the liabilty of he disconnects it and someone drives the car and they get hurt or killed and he gets sued. We dont give out info that is againist the law or that could hurt someone like that. Sorry iam sure you understand where iam coming from.
