1999 Grand Voyager - windshield wipers run intermittantly even when in the off position

The windshield wipers run intermittantly even with the switch in the off position. I replaced the switch with no improvement.

Check the wiring in the steering column. It sounds like there is a short there.

I believe its the body control module (BCM) located behind the fuse box under the dash. Had same problem w/97 dodge caravan, took 2 from junk yard to get a good one(replace w/all same options, motor, etc.)
