1999 Oldsmobile Intrigue Gas Backup

While I am refueling my gas, the gasoline backs up into the tank neck. I have to wait for the gasoline to flow back down into the tank and I have to pump it very slowly. It seems like the gas tank neck has an obstruction. Is there any way to fix this? Thank you very much.

Check to see if the vent line next to the filler neck is kinked or blocked. Also see if filler neck id kinked as well
