if the brake switch dont work will it stop it from going in gear

I have a 1999 lincoln town car signater series i think the switch on the brake paddle is broke becuause the brake lights dont come on so will the that sensor stop the car from going in gear because it wont gear if i start it only when i turn the key a lit
