1999 Lincoln Town Car blower motor

I replaced the blower motor, the blower motor speed controller, and the controller in the dash, but still the blower motor does not blow on high. It works ok but seems very weak on it's highest setting compared to my dad's continental or my lexus ls400. I know it is not blowing on it's maximum and something is wrong. A friend told me there may by a wiring problem.

Have it scanned because it I s automatic temp control there may be an underlying problem not necessarily wiring that is causing it. It may be the blower motor speed controller bad in engine compt.

Thanks. I did replace the blower motor speed controller. New blower motor. And changed the in dash unit with a used one. But still no "high" speed fan. I see some have had the oposite problem, only high speed blower but no lower settings. I don't think there are any relays involved that I have found. Only a fuse.
