99 Lincoln Continental turn key twice to start

I have a 99 lincoln continental with 200,000miles on it and have replaced the fuel pump 3 times and it seems to fix the problem for about a week before it returns. In order to start the vehicle you have to turn the key to the on position two to three times for it to start. When you turn the vehicle off u can hear a noise from under the hood a whining the gargeing sound. Any help would be greatly appreciated thank you.

Have fuel pressure tested to see if pump is priming. If not suspect fuel control module in trunk

Primes to about 25 then stops hit key again an jumps to 40 then will start.

Should prime first time so module maybe faulty

Where is the module located exactly and where would I buy one cant even find it on google.

Right front corner of trunk find at dealer or bone yard
