Sometimes when I come to a stop, the idle is about 1600-1700 RPM. It will pulse about 200 RPM up or down. I have put new plugs, plug wires, dist. Cap(needed) and rotor(needed). What can I do to stop this sometimes high idle?

Try cleaning the throttle plate on both sides and iac hole with choke cleaner first then check for a vacuum leak with same
