'99 Honda Civic stalls if I do not keep the key turned in the start position, could it be ignition switch? And is it something that can be fixed myself?

Yes, symptoms do indicate a fault with the ignition switch. After releasing the key, when engine stalls, if the dash lights do not come on, the ignition switch is definitely bad.

Replacing the switch is not difficult and can be done easily.

Disconnect battery negative terminal.
Remove steering column cover.
Disconnect ignition switch harness connector.
Remove screws holding ignition swtich at rear of ignition key lock cylinder.
Remove ignition switch assy.

Reverse procedures for installation.
