Erratic engine speed during shift

I have a 99 Windstar with 34,000 miles on it.
When you accelerate the tach goes up and down like it can't decide witch gear to choose. It runs great down the highway and around town. After you shut it down and come back to restart it, it idles rough for a few seconds but then smooths out. I have replaced the Fuel filer, Throttle position sensor, MAF, EGR, DPFE, and IAC. This is "undred Dllaring"me to death. Any ideas?

Get th engine scanned to see if there are any codes instead of replacing parts. Check your fuel pressure and then check for a vacuum leak

I had it scanned first. It said EGR pressure to high, EGR pressure to low, Bank 1 too lean, Bank 2 too lean.

Then try cleaning the pintle valve on the egr and see if the passages are plugged up. If not that then have it checked the egr may be inoperative. Also run choke cleaner around the intake where there are gaskets and look for vacuum leaks or bad hoses.
