1999 Ford Mondeo cigarette lighter socket problem

My car cigarette lighter socket is not putting out enough power to power any devices. The fuse is fine. 15A. I've tried replacing the socket. Still no joy. I'm only measuring 10.7V at the cable ends which connect to the socket. Should this not be 12V? How do I fix this?

Yes, it should provide 12v. I assume the voltage you mentioned is with the engine off. The only thing that can cause this is a bad connection. Have you traced the power supply wire back to the power source?
