What would cause engine bucking?

I have a 1999 Ford Explorer Limited AWD 5.0L. When I have more than two electrical components turned on at the same time (i.E: headlights, heater blower, and rear defrosters) the car will start to 'buck' during driving. I notice a slight drop in rpm when it bucks as well. As soon as I turn off one component, the bucking goes away. I had the alternator and battery tested and they both tested great. Any ideas as to what could be wrong?

Have you checked voltage at battery when vehicle is running and you turn on the items?

Yes, I had that tested after the alternator and battery were tested.
