How do I fix a left brake light short circut?

99 explorer. Only with lights on, the left rear brake light will not light and the left rear tail light goes out when brake is applied. When brake is released tail light comes back on. With lights off brake light works fine.

The first thing I would check is make sure you have all the correct blubs in the sockects plus make sure the brake bulb isnt bad and shorting the two circuits together.

The first thing I did was replace bulbs and fuses.

Yes, just noticed brake light is not as bright as other side, going to check ground

Make sure the ground wire is 2ohms or less to ground. Let me know what you find.
