1999 Dodge Caravan poor manifold vacuum reading

I have a 1999 Caravan with a 4 cyl automatic; it has a major hesitation/drivability problem. The compression is fine. We installed a reman ECM and had it programmed to the car. It has a new TPS. Other than the timing belt being off a tooth or two, is there any other reason for low manifold vacuum readings?

The timing belt being off a tooth or two wil bend your valves in the engine. Scan for codes and check fuel pressure first. Cleant throttle plate on both sides with choke cleaner
