The combination flasher is part of the multifunction switch, on the steering column.

This doesn't help me. Where is it and how do you replace it?
Is the part a small part with four prongs that you take out hte one and add the other. Or do you have to replace the whole mechanism where the turn signal and the wiper control lever are all connected together?

You maybe able to remove flasher unit, without removing combination switch/multifunction. The flasher attaches to the switch, I'd have to look at it. The procedure is below.
