Over-flow hose is still connected to radiator cap, The end I need to reconnect is just hanging down, when I drive and stop all my anti-freeze runs out. Where do I reconnect the hanging end?

That side is a drain for excess fluid to drain. Check the radiator cap is holding pressure. Coolant usseally that bubbles out of tank is caused by a blown headgasket. Youll need a hydro-carbon test kit to test this.

Just to add to this one auto zone rents the chemical tester to check for a blown head gasket that the cadieman is talking about. You just have to buy the fluid for it about 8.00.
