Rear turn signal & brake lights won't work

1999 Buick Regal: The right rear turn signal and brake lights have stopped working. I've replaced both bulbs. When I use the turn signal, I hear a fast click as opposed to the normal slow click of the left turn signal. Do you think it's a wiring problem?

The power isn't getting to the bulb. The first thing I would check is the light socket. Make sure it isn't melted and not making connection. Next, using a test light, see if there is power to the wiring to the light socket.

Let me know what you find.
