10.00cam gear on volvos70glt. Can I set them by the dot on the cams

Cam gears are not on the cam. No special tools
see a dot on the cams would like to now where to line up dots if crank is set to the mark.
also noticed that when the crank marks line up the piston is not on tdc.
please advise

NEED to determine if engine is Variable Valve Timing or non. Engine is interference so if belt broke may have valve damage. How did cam gears get removed? See diagram cams line up different for VVT and Non.

Does any know what the dots on the cam mean.
I am trying to put the cams in proper postion with out the gears first. Car came to me with gears off.
I timed the intake cam with the distr. Rotor aligned to # one cylinder. I have no reference for the exhaust cam.
What does the tool look like. Help no bent valves yet.
