1998 Volkswagen Beetle cooling fan runs constantly

went out to start car,batt stone dead,put charger on it cooling fan started running with no key in ignition.Looked for relay could not find one for either fan disconnected control module fan cut of but I don't think thats the prob.disconnected the batt and of course fan cut off shouldn't there be a reay for the fans some where or are they controled by the controll module,could the thremo switch be bad and how do you test it

Could be a faulty temp sensor or a/c pressure switch.

The fan control module will eventually fail due to the always activated relay/solenoid.
