1998 Toyota Corolla fans are not turning on

I have a 98 Toyota corolla and is over heating. I replaced the radiator, ect and the thermostat but my. Fans are not turning on now. They only turn on with AC. Can you tell me step by step of what to. Do.

First, I need you to check the fan relay. Under the hood you will find a relay box. Switch the fan relay with a different one from the box that has the same part number and see if the fans work.
