Horn not working and airbag light is on?

The horn doesn't work and airbag light is on. I'm suspecting it's the clock spring. Can anyone confirm this?

If so what $ amount am I looking at?

It could also be a problem with the airbag circuit itself and that is a serious safety issue.
I would at least get the trouble code from an Advance auto or Auto Zone, they will pull them for free. But, in the end a certified Technician has to work on airbag/SRS systems as the circuit is very complicated.
The airbag can go off while driving and that is probably not a fun time.
So, don't hesitate in adressing this problem.
