Cooling fans

I have a 98 grand prix and the cooling fans only comes on with the AC and not when the engine temp reaches above 230f. I have changed the coolant temp sensor and now I do not know what it could be. Any help?

Could be the fan relay or the computer is not getting the input signal from the CTS therefore not activating the fan relay-

I checked the relays and they work. Is there a way to check the signal from the CTS?
