1998 Mazda Millenia Tail light not working

My tail lights are not coming on at all. I've change both bulbs and still nothing, so I change the fuse under the hood and then the lights came on for only a second and then went back out, and the fuse was blown, so I put a new fuse in again and the same thing happen. The fuse keeps blowing. What is going on?

Something on that wiring circuit is shorted. Remove both taillight bulbs, and replace fuse, does it still pop?
