MY 98 HONDA V6 IDLES UP AND DOWN, AND HAS A HISSING SOUND COMING FROM THE THROTTLE BODY WHAT COULD CAUSE THIS?

The hissing noise indicates a vacuum leakage resulting in the engine surging. You should check where the vacuum leakage is occuring to rectify the problem.
