This will be an alignment problem, ensure that the steering and suspension is serviceable and get the alignment checked, start here.

It has been aligned 3 times top linkage has been replaced and ball joints checked.

This type of wear is constant with a toe in problem, it looks like the outer treads are scalloped very wavy to run your hand over, is this what you feel.
