Injectors 2&8 work but Dont Operate (PCM?)

1998 Mustang GT - 2 Fuel Injectors (2&8) not getting proper ground from PCM.
12VDC shows up at the pigtail for all injectors. Injectors (2&8) switch open when 12VDC is applied manually. Injectors (2&8) fire (engine running) when plugged up with a neighboring injectors pigtail. However, Injectors (2&8) do not operate when connected to their respective pigtails while the engine is running. I also disconnected injectors (2&8) and the PCM and tested the resistance on the triggered ground wire from these injectors (2&8) to the PCM and both wires show 0.2[ohms] and open circuit to chassis ground.
Please help! I have another PCM I can plug up, but the PATS system will not let me start my car.

You can take the spare pcm to ford with your vin and they can program it.

So is the professional answer that my PCM is bad? If so, this solution does not get around my PATS problem. In order to "Perform A Parameter Reset When Replacing PATS Control Module or PCM" The PCM must be in the car. I will not drive the car with 2 cylinders not firing.

Not true, Ford can program it using the VIN they just download your config files into it.

Garbage answer.
Regardless, a new PCM did not fix my problem. I'm rather disappointed in the expert response here.
What I have discovered is that these injectors are presently being disabled by the PCM almost immediately after the car starts (KOER test maybe?), I suspect because it thinks there is a coil malfunction in the associated coil that sparks 2&8.
Past that, i'm clueless because the coil tests fine. Guess this site is good for people who arent resourceful.
But keep racking up those "answers provided".

So you had the pcm reflashed at ford and still no luck? Have you checked the injector harness? You did state that they fired when plugged into a different connector right? PCM grounds are OK?
