1998 Dodge Caravan Power Steering

My power steering works, but when I make a turn, the steering wheel doesn't return to "center". I have to manually "un turn" to go strait. I've heard a whine noise, but Not while I was turning, and I have noticed the car pulls to the left when I brake. I have been told it's the power steering pump, the rack and other horror stories, but is it possible that the brakes are locking up on the left side? This might be completely un related, but I also feel a dragging sensatio when I drive, almost as if the breaks are being applied, and when I take my foot off the gas, there is no "coasting". I slow down almost as if the breaks are being applied.

You ay have a brake problem and from your description it sounds like acaliper hanging up or a bad brake hose not returning fluid. So have a pro look at this. Also have your front end checked for the not returning thing. It may be out of alignment and or worn parts. If a hose is bad then replace both in front
