Engine is bucking when slowing down

I have a 1998 chev cavalier it runs along highway perfect but when slowing down it starts to bulk and almost shuts off. A friend (mechanic)says I need to replace the time changing kit. Don't wanna do this unless for sure it is.

Timing chain? Does not sound like nthat is the isssue at all.
There are many factors when slowing down. There is engine controls like the egr valve, tps sensor, and the transmission downshifting.

Hard to diag this without seeing and driving it but I would take it to a real shop and have them properly diag it for you and give you a bid.

Guesses are expensive and are usually wrong.

Has the "Check Engine" light come on? If yes, check for trouble codes first.

I would begin by inspecting the EGR valve, EGR tube, cleanliness of the throttle plate and idle air control (IAC) passages.
