98 chev Cavalier headlights

One low beam headlight went then the other, takes a 9006 12v 51w bulb, parts guy gave me 2 U9006 12v 55w bulbs & said they were the same thing, I changed the bulbs but they still would not come on, checked the fuses their good and the high beams still work, could it just be the difference in the bulbs?
