I had the rear brake wheel cylinders replaced and now the car is very loud in the back. Sounds like I have big tires on it.

Check the wheel bearing adjustment... could be too loose!

I had wheel bearing adjustment tightened and still loud in the back end.

Watch my video on noisy wheel bearing... you might have to turn the volume up a bit.
If one side is noisier than the other, then that bearing (2 actually) need to be replaced.
