Starts most of time. Now and then kicks over strongly but no start. I wait a minute or two it starts usually with a smell of fuel, which goes away as soon as I start driving. Mechanic doesn't know why Fuel Filter?

I suspect this is an ignition issue. We need to find out if the plugs are fouled. Sounds like you are getting a flooding condition and so I would start with checking the fuel pressure and make sure you don't have high pressure.

You can try doing a clear flood start which means you hold the accelerator to the floor and this will cut the injectors as you try to start the engine.

Next we need to pull the plugs and make sure they are not black or soot covered.

Please see the chart below that will give more info on what the plugs should look like when they are fouled.

Please run through this info and let us know what questions you have.
