Have a 1997 grand marquis. What does it mean when you have what looks to be black soot around fill neck hole for fuel tank?

It probably means someone tried to put something into your fuel tank. There is not reason for anything to be there.

Now, if your referring to the outside of the car and it really is soot, it could be coming out of the exhaust and getting on there due to an over rich fuel mixture.
