Rear wheel area high pitch squeal

A 1997 kia sephia w/31,000 miles on it has suddenly developed an extremely high pitched moaning/squeal coming from the driver side rear wheel area, the car hesitates and barely moves. And it is leaving an imprint of the tire tread in the blacktop. This happened suddenly, the car is not driven much. When I hit a speed bump it temporarily went away and I was able to get car back in driveway. What could this be? Thank you

Locked brake was parking brake on before driving? Maybe brake cable siezed

Thank you for your reply, yes, the parking brake was on before driving, thot this might be the reason, so released it and set it a few times. Car does not bounce up or down or anything like that, any way I can unlock it if this is reason by setting it and releasing it repeatedly?

More use will break up any rust that maybe causing sticing
