1997 Jeep Laredo How to set minim throttle

How do I set minimum throttle. It won't Idle because the battery froze so it went dead

Computer sets idle you can't. If you replaced the battery with a used one have it checked for condition including load test. Bad batteries cause all kinds of problems. Then clean throttleplate on both sides with choke cleaner and iac hole.
