When I turn my car on it makes a funny little putt-putt noise but its not too loud, just wanna know what it could be. Also when I turn my switch back & take the key out to cut the car off, it still runs, what could that be?

No idea what the noise is as it is not possible to understand to what and where it is coming from. As to the engine not cutting off, the most likely problem would be a bad ignition switch.

I think the noises may be coming from the muffler but someone else also said it might be my exhaust pipe, I really dont know. So what do I do about getting the ignition switch changed?

That could be the engine misfiring. Get it checked and the ignition switch as well. Do not replace anything unti you have verified the part is faulty.
