It's a 2 speed fan. the black is ground and the other 2 are hot leads for different speeds.

Chilton manual shows the fan power coming from a control module. It doesn't show any relays. But I presume the wiring color code would be the same. Is that correct?
Where is fuse link 15?

The diagram tells you that there is a 60amp fuse in the power distribution box.
The relays you're seeing are inside of the CCRM (Constant Control Relay Module)which is located in the right hand front of engine compartment, mounted to upper radiator support.
