I have a 97 f250 powerstroke diesel, the fuse on the glow plugs/power relay station keeps failing.

Your power relay is prolly drawing excessive voltage. With voltmeter in hand, chech power draw with a new fuse & a cold motor.
P.S. That's a 7.3 d.I. PSD !
